

Data Development and Governance in the Era of AI
Abstract:
The development and governance of data are pivotal to advancing societal and economic growth in the AI era. This presentation will explore the key attributes of data, such as comprehensibility, visibility, interoperability, trustworthiness, and security, emphasizing the significance of developing data proactively. The talk will also focus on the issue of data circulation security, particularly how cross-border data flows have become a new driving force for globalization. It will introduce relevant regulatory frameworks and the application of advanced technologies such as user and address authentication, data flow attribute recognition and path tracing, data space and controlled sharing, and data copyright protection. Additionally, the presentation will discuss how to foster a data governance ecosystem, providing an overview of the current state of AI in China, including computing power, algorithms, data, and networks. It will also address the challenges of data collection and annotation for large industry models and discuss issues related to data originality, AI trustworthiness, and the energy efficiency of large models.

WU Hequan 鄔賀銓
院士
Hequan WU is an Academician of the Chinese Academy of Engineering. He is one of the pioneers in digital communication technology research in China and a leader in guiding China’s internet into the IPv6 era. He has been honoured with the IPv6 Lifetime Achievement Award by the global IPv6 Summit. He is also a key driver of innovation in internet technology and industrial development in China, particularly in advancing the mobile internet through 3G, 4G, and 5G. He has led numerous major scientific and technological projects, achieving breakthroughs across the entire chain from critical technologies, standards, and products to applications. He has also promoted the formation of a coordinated system for standard advancement, industry collaboration, and international promotion, creating a collaborative innovation ecosystem that integrates "industry, academia, research, and application." Academician WU has previously served as Vice President of the Chinese Academy of Engineering and Chairman of the Internet Society of China. He currently holds positions as Director of the Chinese National Standardization Expert Committee and Director of the Expert Committee for Promoting Large-Scale IPv6 Deployment.
